Since 2018, he has served as Superintendent of Caldwell County Schools, and before that, he led Beaufort County Schools for eight years. Dr. Phipps began his career at Cumberland County Schools, which is comparable in size to WS/FCS. In 2023, he was named North Carolina Superintendent of the Year. We’ve endured budget strain, staffing cuts, and overwhelming workloads—and while public school workers carry the weight, students feel it most.A new administration offers opportunity, but lasting change requires genuine collaboration — not more top-down decisions.
